Methodology
What this report does, and does not, claim
This first edition is a public governance and planning-readiness index built only from existing public, deterministic site datasets. It tracks whether core family-building planning surfaces have source metadata, visual treatment, indexation controls, proof governance, and clear account/export gates before new article production.
Privacy boundary: Do not publish or commit cohort metrics unless sample size, consent posture, and privacy review allow aggregate reporting.
- No raw lead rows, names, phone numbers, emails, PHI, diagnosis details, raw click IDs, or line-item revenue data are included.
- No success rates, match-time distributions, qualified-lead rates, or revenue figures are published until sample size, consent, and privacy review approve aggregate release.
- State-law rows summarize source metadata and educational planning posture; they do not replace attorney review.
- Proof rows show source status and allowed use boundaries; they do not create sitewide review or AggregateRating claims.
- Access-gated rows are intentionally visible as blockers so content production does not outrun measurement or governance.
