Patriot Conceptions Addresses CBS Reporting, Clarifies Its Role and Outlines Its Screening Approach

IRVINE, Calif., September 17, 2026 — Patriot Conceptions today issued a statement addressing recent CBS reporting involving intended parent Xu Bo, clarifying the scope of the agency’s involvement and responding to questions about communication, screening and disclosure.

Patriot Conceptions facilitated the surrogacy journey featured in the report. The company was not Xu’s sole surrogacy agency and had no involvement in the separate Arcadia matter discussed in the coverage.

Clarifying the scope of the agency’s involvement

As of September 17, 2026, Patriot Conceptions has one active case with Xu Bo.

Patriot Conceptions did not arrange or coordinate the earlier surrogacy journeys through other providers described in the reporting. Its involvement in the featured journey should not be confused with responsibility for Xu’s wider reported surrogacy arrangements or for unrelated cases involving other providers.

The company said it did not arrange surrogacy services for the couple involved in the Arcadia matter and had no involvement in that matter.

Patriot Conceptions also clarified that the specific WeChat exchange discussed in connection with the featured journey was between the surrogate and Xu’s representative—not a Patriot Conceptions employee. The company remains available to address questions about its own communications and coordination.

“We speak for our own work—not for Mr. Xu’s wider arrangements or for other providers,” Bai said. “Reporting should distinguish those responsibilities clearly, including in headlines, captions and edited video.”

Communication with the surrogate

Patriot Conceptions’ account is that it explained Xu’s preference for privacy and his unwillingness to meet, and that the surrogate indicated she was willing to proceed on that basis.

The company said it did not know the wider scale of Xu’s family described in later public reporting.

“Her willingness to proceed with a particular communication arrangement should not be confused with knowledge of information that was not known to us,” Bai said. “Nor should an earlier decision to proceed be used to dismiss questions or concerns she raises afterward.”

Patriot Conceptions respects the surrogate’s right to speak about her experience. The company’s response is intended to explain its role and the information available at the relevant times, without publicly disclosing her private records or questioning her motives.

Screening, disclosure and the limits of verification

Patriot Conceptions’ screening approach combines detailed intended-parent intake, third-party background screening and review of financial information.

The company’s current application asks about existing children, previous surrogacy experience, fertility-clinic involvement and expectations for communication during pregnancy and after delivery. It also collects identity, contact, financial and supporting documentation for the agency’s review.

The company emphasized that collecting information, independently verifying it and communicating relevant information to a surrogate are distinct parts of the process. A client’s statement should not be represented as an independently verified fact, and a background report should not be represented as a complete account of that person’s family circumstances or arrangements with other providers.

“The questions that matter are specific: What was asked? What was answered? What was independently checked? What was communicated? And what happened when new information emerged?” Bai said. “Our work should be examined on that basis.”

Supporting informed decisions

Patriot Conceptions believes prospective surrogates should receive clear explanations of the intended arrangement, communication expectations, the information that has been verified and any significant information that remains unknown. They should also understand how to obtain independent advice and raise concerns when circumstances change.

“A surrogate should never have to become an investigator to understand the arrangement she is entering,” Bai said. “Respecting privacy and giving women clear information must work together.”
